Large table partition and XML parsing, bulls in

After estimation I have a large table with ~60,000,000 records and 15.2 GB. If I use table partition, how fast can it be if I select random 10,000 reconds from it?
Oracle 9i, Xeon 2.8GB * 2, 4GB RAM, SCSI.
And which way is fasfer for the 2 below:
1) Parse 10,000 XML objects after retrieving them from DB.
2) Select 10,000 records from a table with > 60,000,000 rows.
