一吨煤的代价

　　《山西经济日报》2005年12月20日刊登王晓华的文章说，前不久，关于煤炭生产所付出的代价，某权威部门在山西省进行了一次调研。调查结果表明：国有煤矿每采出1吨煤平均实际动用2.5吨的煤炭储量，每挖1吨煤损耗2.48吨的水资源。据估算，每采1吨煤约损耗铝矾土、硫铁矿、高岭土等土矿产资源达8吨；近年来山西省煤炭开采每年造成的资源浪费、环境污染、生态破坏及地表塌陷等损失折合人民币约300多亿元，即每生产1吨煤需要付出70多元的隐性代价。
　　其实，这只是把煤炭开采代价进行了一下简单的经济量化，那些由于接二连三发生的矿难，造成的损失又该如何估算呢？煤炭是不可再生资源，如果我们再把经济学家所说的“机会成本代价”、“后续发展能力代价”等，因煤炭资源过度开采所造成的附属代价算在内，这种综合代价恐怕连经济学家都无法计算清楚。
